Is Strategic Sourcing a Supply Chain Operations process?

Con
- The Source processes in Supply Chain Operations are more execution oriented: Order materials from a contract, etc. Strategic Sourcing is about setting up a supplier, not the transactions.
- Feels like the process has different goals, metrics: Cycle time to close a contract, selecting the right supplier. Supply Chain Operations Source processes are measuring more about the ability to execute the contracts.
